Brad Whittaker is an illegal arms dealer. His fascination with war and his failure in the military led him to use other means for organising his own comradeship-in-arms. Expelled from Westpoint for cheating, he spent a short stint as a mercenary in the Belgian Congo before working with various criminal organisations to help finance his first arms deals. With the help of Georgi Koskov, he attempts to use Soviet money to buy opium at the same time as using 007 to kill the suspicious Russian head of secret operations.

Personality

Brad Whitaker was a wealthy illegal international arms dealer. His fascination with war, but failure in the military led him to use other means for organising his own personal military force. Expelled from Westpoint for cheating, he spent a short stint as a mercenary in the Belgian Congo before working with various criminal organisations to help finance his first arms deals.

Scheme

Whitaker joins forces with Soviet General Koskov to secure a large shipment of opium from the Snow Leopard Brotherhood in Afghanistan for 50 million dollars worth of diamonds that he had obtained from an arms deal with the Soviets. At the same time they attempt to use Bond to eliminate the Soviet head of secret operations General Puskin on the basis that he has instituted an ongoing operation called "Smiert Spionem" meaning "Death to Spies." Whereas in actuality it is their men, especially Koskov's man Necros that are involved in killing British secret service agents. After thwarting Whitaker's plans Bond hunts him down at his Tangier headquarters and kills him in a childish fight, with some serious high-tech weapons.

Headquarters

Whitaker's Tangier mansion is a military shrine that includes the latest weapons and reenactments of historic battles with a couple of special effects thrown in for good effect. It is from here that he arms and commands his small force of men and completes his arms deals. It is also here that he displays his love of military history depicting himself in the costumes of military heroes and dictators throughout history.
