Involvement
Carter was the captain of the USS Wayne, a US nuclear submarine. He helped Bond and Anya locate the missing British and Soviet submarines by taking them aboard the Wayne. When the Wayne was captured by the Liparus, Carter helped Bond free the other sailors, and launch an attack on Stormberg's men, escaping the Liparus, by blasting open the doors with torpedo's, taking the Wayne through the gap, before the Liparus sank. Carter was also responsible for the destruction of Stormbergs headquarters, Atlantis.
