When Bond walked into M's office for his usual briefing, he found Chief of Staff Tanner behind the desk, he was in charge while M was on leave. He briefed Bond, along with the Minister of Defence about operation Undertow, the duo also had a nasty habit of picking out Bond's bad points. Like M, Tanner smoked a pipe, and had an air of authority around him.
